There is frost on the shelves and food in the freezer, is it normal?

Yes, it is normal.

Cool air in the freezer goes out and warm air enters the freezer when opening and closing door. Warm air contains small moisture particles, these moisture particles stick to the inner wall and food with lower temperature creating frost.

It is a natural phenomenon and it is a same principle as a frosty car window during the winter.

If you wish to remove it just wipe out frost with a dry cloth.
