[Galaxy S2] How to solve if device is barred to make international calls?

Ans. The problem was caused by having the Galaxy S2 set to block international calls.
To fix, please follow the steps below:
1. Find Voice Call Settings (Applications->Settings->Call->Additional Settings->Call Barring-Voice Call
2. Select barring option
3. Disable all options. Uncheck them inluding International Calls.
Exit and make international calls.
