My Galaxy S9/S9+ (Hong-Kong version) says “Failed to send” when I send a message on Samsung Messages

This problem occurs because the result of sending that message (whether or not the message was sent successfully) was not transmitted after sending a message in Samsung Messages.
The message policy changed starting with Galaxy S9/S9+ models, and Samsung Messages is not supported.
