How to enable Download Manager in Android 4.3 based Samsung Smartphones?

STEP 1. GETTING STARTED

1 Tap on Apps as shown below :
2 Tap on Settings. Under Settings option, tap on General as shown below :

STEP 2. ENABLING DOWNLOAD MANAGER

3 Tap on Application Manager as shown below :
4 Now flick the screen to the right to move to Disabled part option as shown below :
5 Select the Download manager (or Downloads) of Android shape icon and then tap on Enable as shown below :

After enabling Download Manager application, you need to Restart your mobile device for best results.
