The black rubber flap under your dishwasher's door acts as a moisture barrier and provides sound insulation. It should not be hanging down under the door. If it is, your dishwasher may make more noise than you want it to or even leak water.

If the dishwasher is properly installed, the flap will not fall out of place. Proper installation is critical. Samsung recommends having your dishwasher professionally installed.
The black rubber piece should be inserted behind the kick plate, and should be sandwiched between the fabric sound insulation and the kick plate.

Remove the kick plate.
Remove the screws, and then remove the kick plate from the dishwasher.

Re-attach the flap properly.
Press the flap back so that the flap's corner cutouts fit securely into place.

Reinsert the kick plate.
Confirm that the kick plate gasket is on the bottom of the kick plate, and then insert the screws to hold it in place.
