Why are notifications not appearing on my apps while using Oreo OS on Galaxy S9/S9+?

In the new Oreo OS, notifications and badges are interlocked. For that reason, if the notifications app is disabled, you will not receive any alerts for incoming messages.

If you want to be notified when you receive a message:

1 Open Setting and select 'Apps'.
Settings menu with apps option selected
2 Select the application from which you want to receive notifications.
Applications menu
3 Tap 'Notifications'.
Application information with notifications option selected
4 Tap 'App notifications' and slide the switch to activate it.
